* **allocate public funds**
* **implement policies**
* **access public services**

> A policy is more likely to work when people have practical alternatives available.

Governments should give healthcare priority when basic medical needs are not being met. People who cannot obtain necessary care may struggle to work, study or support their families, so improving access has a clear practical value. However, this does not mean cultural services deserve no funding. Libraries and local arts activities can also benefit communities at a modest cost. When governments allocate public funds, they should first address urgent needs and then protect useful services where possible, rather than treat healthcare and culture as an all-or-nothing choice.

* **give healthcare priority**：优先考虑医疗；give + object + priority；不能写 give priority healthcare。

* **basic medical needs**：基本医疗需要；原文用 needs are being met 的被动形式；主动式的搭配仍是 meet needs。

* **allocate public funds**：分配公共资金；allocate funds to/for 用来指向项目；不只说 spend money。

* **address urgent needs**：处理迫切需要；address 表示着手处理，不自动保证完全解决。

  Budget constraints make clear priorities important.

  Governments should maintain essential services before expanding new projects.

  A limited budget requires governments to balance competing priorities.

Governments should give healthcare priority when basic medical needs are not being met.

When basic needs are not being met, A should take priority.

When housing needs are not being met, essential provision should take priority.

However, this does not mean cultural services deserve no funding.

Giving A priority does not mean that B deserves no support.

Giving speaking practice priority does not mean that grammar deserves no attention.

* **用平行动词对比决策方式**：should first address、then protect、rather than treat 围绕 should 并列，用动词原形；说明顺序分配优于全有或全无。

When governments allocate public funds, they should first address urgent needs and then protect useful services where possible, rather than treat healthcare and culture as an all-or-nothing choice.

Decision-makers should first + verb, then + verb, rather than + verb.

Planners should first check safety, then consider reuse, rather than demolish every old building.

Should governments prioritise healthcare or cultural services?

使用may、can、where或for some people等表达时，要说明具体条件。
