`It was only when` ... `that` 强调进入下一阶段的关键门槛；中间的 `clear of` 说明门槛究竟是什么状态。作者突出工序依赖，不只是在报一个时间。

### 什么场景可以用

叙述关键发现或转折，用 `It was only when` + 条件达成 + `that` + 后续事件。先问“不满足前项时，后项确实未发生吗”，否则 `only` 会把因果说得太绝对。
